Abstract

This study explores the effects of digitalisation strategies on the sustainable well-being of Italian provinces, employing an innovative approach based on the PoSet (Partially Ordered Set) methodology and cluster analysis. The objective is to develop a methodology for assessing the progress of digitainability at regional, provincial, and national levels, providing a reference for classifying progress and evaluating the effectiveness of local policies. PoSet analysis revealed complex partial ordering relationships among provinces, highlighting differentiated development paths and the importance of effective integration between digitalisation and sustainable development goals. Cluster analysis identified homogeneous groups of provinces with distinct digitalisation and sustainability profiles, enabling the formulation of more targeted policy recommendations. The results underscore the need for holistic policies that promote the adoption of digital technologies in synergy with the SDGs, investing in human capital and digital infrastructure. This methodological approach offers valuable tools for policymakers to identify priority intervention areas and develop effective strategies for digitainability.
